Maybe I'm bad at reading, but it's higher quality, chance to rare, etc, when using the item that has the rune on it to imp another item?

 

Or higher ql/chance when imping the item with the rune on it?

Can't put runes onto pelts, I thought the game considered them leather but it seems not.
