I think it has a cap weight it can hold and every irl hour it refills so you can easily use it to quench your toon's thirst but it won't be enough to use it as imping water since you will probably have to use more than 2 litres every hour (they use kg in game but in the metric system liquids are weighted in litres not kilograms. Both are 1000 grams so the weight is the same but one is for liquids the other is for solids)

Yes, it fills up to 2.5kg weight of water, the same as a regular water skin.  I've used it for about two months and have never run out of drinking water.
