Boat Not Taking Any Damage After Months Of Sitting Around Off Deed.

We have a boat. it has been fenced in for ages. 17 ql No option to repair it.  It still has damage of 5 for months now. It is off deed and the owner has been gone for 2 years.  I think this is a bugged boat.

its a "feature" with all boats. i have several around my deed and perimeter. well the slow decay is, anyways.

I have one that was decaying at an okay rate then it got to like 76 damage and stopped it has been there for a while now.
