I can verify that rare needles do add +1QL when making things with the needle as tool, for example satchels. Both scenarios get +1QL: 50 Cloth tailoring using 1QL square piece of cloth wil make (up to) 2QL satchels,  and 50 Cloth tailoring using 20QL sq pieces of cloth will make (up to) 11QL (instead of 10QL as it'd normally be capped (20% of 50 skill = 10QL which is the cap for satchels)).
