Is not so hard to understand, he want a skiller pickaxe around ql20 with a cast of 60-80 CoC, if someone is selling one he is asking for the price of that tool, and he want it delivered to deli server. If you have a caster but no pickaxe he is able to bring a pick to you so you can cast CoC on it, but only if you live in indy or deli.
