Forced Removal Of Char From House Has Been Reverted.

Forced removal of a character from house, via permissions, has been reverted.

*There was a code change to force someone out of a house a few months ago. I believe the fix broke when inner walls were implemented.

It was implemented and tested that a player who logged in would appear outside of the structure they had logged out of, if they no longer had permissions to the building upon login.

These changes are missing since around when the inner walls were added.
