Can arrows be enchanted with Rotting Touch?

Frostbrand, Flaming Aura, Rotting Touch, and Venom can be placed on arrows.  Not sure if life transfer would actually work... but the main damage enchants you'll find on weapons, work on arrows.  No other enchant does anything.  You can have Bloodthirst casted on the bow itself, which is the only damage increasing spell that works on the bows themselves.
