Thats because 70 is the cap on gaining Fighting from killing non-players. Was introduced to encourage more pvp by enhancing the rewards.

And aye the apparent slowdown period on gaining fighting subskills has been observed many, many times. Usual counter is to switch targets around.

... we STILL have to deal with the retardo skillgain stall when training defensive or aggressive on any animal and suddenly stopping gaining any skill after about 20 minutes.

Probably, again - to motivate people to PvP for additional rewards. Incentive.

More PvE nerfs to benefit PvP?

If all you're planning to do is PvE, you really don't need mroe than 70fs. Hell, in PvP you don't necessarily need more than 70fs.
