Dredging allowed on deed with Terraforming permissions off.

I'm currently working on a project which is partly taking place on a deed where I do not have terraforming permissions.  Un-allied, token says visitors cannot "Dig, flatten or pack".

When I try to dig on the deed I get the usual lack of permissions message, but I can dredge.

I reported this a while back on a private message to the staff, confirm still not fixed.
