Enemy kingdom vehicle ownership transfer doesn't work

On defiance:

 

If i am in kingdom 1 and I create a vehicle and unlock said vehicle. I then convert to kingdom 2 without getting back on the vehicle. Anyone in kingdom 1 cannot take ownership of the vehicle by embarking on it unless anyone in kingdom 2 or 3 takes ownership first, or I embark on it again.

 

I assume that the ownership state is locked on the vehicle and not tied to the owner? Unsure, but this is not how it worked prior to the action update.
