making torch lamp from rare metal torch doesn't transfer rarity

last night i tried combining rare metal torch with regular log and got regular torch lamp instead of rare one. Is this intended as it was only two components i expected it to behave like rare tool heads and transfer rarity 100%

As far as I'm aware, the 2 craft rarity transfer only works exclusively with weapon and tool heads.

 

It doesn't apply to other 2 item crafts, such as torches, lamps, studded armour etc
