Unable to remove dye from black drake cap

Okay so I dyed my black drake cap a while back to red to better match a red scale set. I’m wanting to revert it back to black but the action doesn’t work. The option shows to remove it and it even says it’s dyed R=249, G=6, B=6 upon examining but when clicking remove paint there is no action and no event. I have not attempted to remove any other dye other than shoulder pads which worked perfectly fine.
