digging, but not digging, uses fatigue

tested again to make sure by spamming like 20 actions and it used another minute of fatigue doing nothing

Confirmed with prayers - non prayers. Think the game just subtracts 1 second from an "attempted action" that is instantly cancelled?

I'm betting this is because stationary bots can't always determine whether they've exhausted a resource or not, so they pay in fatigue for looking silly.

too easy to workaround, it's just dev view that fatigue is not important to preserve and use up only when the player gets skill and scale skill return from action's result

you can start 1000 actions and press escape to cancel them, every time it starts and some time passes before you press escape, you lose some fatigue, even if you gain no skill from doing that

in the case above it's what was deleted - code doesn't check if action have gone through, you fall victim to the initial 1sec timers or full action timer even if it only returns "you cant do that" it counts full 3sec action fatigue
