Can't start the server,"java.util.logging.config.file system property is not set "

When I click "Start Server",it said"java.util.logging.config.file system property is not set so hardcoding logging
com.wurmonline logger handlers: []"

Did I forget set something？I just follow the steps given by “server administration” on wurmpedia.
