Looking for Isav the owner of Ravenholt!

I want to connect my deed to the highway system. Next to my deed is an old deed called Ravenholt. The problem is : You do not have permission to plant a catseye on (or next to) "Ravenholt". 

 

When I info the deed it says the owner is Isav.

 

Can the owner of Ravenholt or someone else help me out here?

you wont be able to plant them in the perimeter if you dont have permissions , if you dont get hold of them , you could re route a road in your perimeter

Yes I'm aware, that would not be a fun project.
