Can you post what your restoration level is along with what tool was used to start to identify these frags?

Restoration 84, rare stone chisel 85-90 ql. IMHO, restoration does not determine what the fragment will become when it is obtained from a tile or chest, it is already a fragment of a statue or instrument. The skill of restoration affects only the speed of cleaning and the chance to connect the fragments, as well as during the restoration there is a chance to make the fragment rare.

You're right, fragment type is set when you investigate. However restoration actions determine the rune chance on the fragments respective end product.
