can not pour on ground - water from a water skin.. - that does nothing.. what stops me

That message can appear if you try to do an action on a deed that is disallowed by the owner.
Are you able to reproduce the message anywhere? Or only in certain locations? Please give as much relevant detail as you can so we can look into the issue.

I'm guessing it's the drop item on ground that prevents me, but haven't tested it, just had to on the run.. pour(drop) 'water' to refill with 'salty water' while moving toward rift, which is what surprised me, as pouring water on ground does nothing - the liquid is just gone, nothing to clutter the deed.
