New Steam Account Starter Package

Hi there, created a new account via steam (multi logging from same user ID)

have spend a bit of time working on it before wanting to use the starter package to prem for every new account, so i preloaded the $$ onto steam for the transaction and it seems because i bought it on my main account it will not let me purchase from the same Steam ID.

Just wondering if this is intended or not cheers
