[no bug]Oaks near fences are not growing

As in the title. I planted oak over Wurm year ago near fence and it has not grown to this day.

Is this normal?

Just mentioning, I have two oaks where one edge of their tile has a fence (one is wood fence, the other is stone fence).  They both grow as expected.

Is there a chance they went full cycle to shriveled and then back to sapling? Oaks take ages to grow, possibly within a year it would only go through 2 full cycles?

Nope.

It is still young.

Trees will cycle through stages, so if you haven't checked it much, it's possible that it went through all stages and happened to end up the same point as you last checked.
