allow catseyes to be imped/made on chaos and defiance

who cares if the highway system is disabled on pvp, imping catseyes is a great way to work on paving, why is it restricted to freedom only?

Maybe it's difficult in the code to forbid the use of an item once it's created, compared to forbidding the creation action?

 

In which case add decorative-only versions and don't block their creation.

He doesn't want to make highways, he just wants to improve catseyes to skill paving.

Considering there is a whole deed-permission mechanic about highways and allowing them on deed or not, i don't think it should be hard to shut down highways using that mechanic instead of denying catseyes, lol.

I don't care about pvp, but i really don't see why not, this was a poorly thought out mechanic.

Enable planting them but allow anyone to remove them and disable wagoneers. We need more carebear highways. Pottery brick road connecting all 3 starters.
