Executioner's Hood not rendering

I applied the executioner's hood skin to a studded leather cap and when I wear it there's no texture at all. It's just solid black. Nothing like screenshots I've seen. The problem exists on two different toons I've checked and it survives multiple client reboots.

Thus there's some setting or graphic card/driver causing it. Perhaps post your console log too, someone with knowledge may know! But that's not me.
