make the Halloween loot impable

Yes, definitely, loot items should still be "normal" enough to allow improving.

You can only imp the black bear helms afaik, all the rest of the halloween loot isn't impable

Well that's a bummer.  I got one hat at 80-something but another at only 50-something.  That is going to significantly shorten its life if I actually use it in-game (as opposed to caching it).

+1  Also would be an opportunity to rare them.   The skeleton doesn't need another bone.

Big +1 I love the black winged shoulder pads and the would love to get them as high QL as the rest of me outfit!
