Posted September 25, 2020 (edited) You don't do port forwarding on switches (they are OSI layer 2), it has to be a router, many home routers however have switches built in, also PFWD is not required here (it is used if you would like to run some service on your computer behind router with NAT). Check its configuration, usually a firewall is a cause, the easiest way to test is to disable firewall on them and try telnet to 172.104.233.61 port 3724. If it works add a rule allowing TCP connections to this port (OUTPUT) and also make sure there are connections allowed to high port numbers on INPUT (>1024) (to your computer).
