non-english-help chat is forced to be "on"

i have turned off visibility of non-english help, and after every update/restart of server makes it turned on again.

i dont know why this would be, but i have turned it on and off a few times and i dont have this problem, using non steam client, english language OS.

Got the same issue here myself.

Here is all the possibly relevant data i could think of and/or noticed

Got the non-steam client (Run as admin)

Dutch OS (Windows 10)

Only gets forced back on after a patch or update.
