Can market stalls be placed in any starter town perimeter?

Hi. So I've noticed there's market stalls in the perimeter of Harmony Bay. But I don't see them in Overture.

 

Can market stalls be placed in all starter town perimeters?

Any that are at Harmony bay have been made by players, and setup by players. 

Feel free to start them at your favorite starting town.
