Premium purchase via Steam

Okay, I am a complete Steam novice so this may seem a stupid question, but... how do I purchase premium and/or silver via steam?  I have never purchased anything through Steam and can't readily see how.

Use the store in game. O or esc to open main menu.

You also need to have steam overlay enabled to make purchases, if nothing pops up when you try to buy anything. Messed me up the first time.
