[No Bug] Attach locks permission not properly enforced.

A citizen without the attach locks permission can still lock items ondeed if they dropped it there.
Tested this today. I have two small barrel racks, not in a building, on a deed. The one i dropped can't be locked by a citizen, the one he dropped was able to be locked by him.

Intended functionality. Last owner is still the owner of the item, and item ownership overrides deed settings.
