is there a formula or rule of thumb for how high above yr controlling lvl you will be able to improve an item?

23 + lvl * 0.77 is considered to be the softcap.

 

Edit: Just realized this is the WU subforum, not sure if there's a difference though afaik the skilling system is different, not the imping mechanisms.

at 10 skill you can easily push to 25 ql

at 70 skill you can push to 75

at 90 you can spend an hour imping from 90-91.

 

It is all about how much of an improvement the ql has on a successful imp and also the ql reduction when you repair a failed imp, repair skill matters quite a lot at higher levels.\

Example, if you have 70 blacksmith and you are imping something to 75, with low repair skill when you repair a failed imp you might lower the ql more than a successful imp will raise it, meaning you need 2+ successes to every fail in order to go up. If the ql goes up very little (0.05) on a success then you may as well stop imping, if it is around 0.1 then it is not to bad to push that little bit more.
