Halter rope requires level 22 rope making skill to make. I have made a halter rope with level 22 rope making. I now have level 23 rope making skill and I am told when I try to make a halter that it is not available.

QL of the ropes you are trying to use are too low, bringing your chance to create the Halter Rope to 0%.
