Allow rift mats to be collected if they are not even generally near the rift

Chaos is FLOODED with rift resources that would be nice since most of us live here full time but nobody is going to complete a rift or RARELY do. Try to complete a rift with 3 full kingdoms.

 

*cough* i mean plenty of resources for someone to sail over from freedom to mine here

pvp ban during rifts? jackal's orders? unable to target or attack enemy kingdoms within rift area? (oh the lulz.. just outside of the area...)

simplest would be a PVP ban during and till say 2 hours after the Rift is closed, that way nobody is ambushed on the way home.
