Stats.xml/html Not showing number of users

Hello, We have a custom server in Creative mode with a custom map going and I have noticed that when some users are online, it is not showing the correct number, in fact, it is always 0/25.  I have seen other stats on sites that show multiple player types where ours only shows "Epic Cluster Players" and "Total Players".  Where do I set this up?

We have had this issue steadily since many updates ago.  Our best guess is that it's players with Privacy mod?  Often we'll have several unique players online but still show 0 or 1 for player count.
