Sickle does not give -2 CR

With the amount of hits a sickle does hit, it's quite obvious that the CR penalty is bugged.

Trough testing with different accounts with different skill the sickle tend to come on top everytime.

Just tested it on the test server and it's changing CR as intended. CR doesn't do as much as you think it does, you'd need hundreds of duels to spot the -2 CR without random noise impacting the results enough, unless you're fighting something that has way more CR than you (champions, uniques)
