 Libila has Disintegrate because all gods on Chaos and Epic have it. 

  

If she's lost it from Chaos/Epic then that can be a bug report 

 

Libila has lost the disintegrate spell on Epic, possibly on Chaos too but I haven't checked.

I've opened up an issue to find out if this is an oversight or intended that Libila no longer has Disintegrate, even on pvp servers as shown on the chart in wiki.

I'm looking into this today.

 

Edit: I can confirm it's a bug and it affects all main line gods except Magranon.

Edit Edit: Well I can confirm that Fo, Vyn, and Lib currently do not get Disintegrate in PvP. I can also confirm that all demi-gods do. I'll look into confirming whether or not Fo, Vyn, and Lib should and fix the issue if that is the case.
