It's just disabled on certain animations, just so it's comfortable while avoiding the "camera out of body" issue. Basically, some of the animations just need a bit of a steadier head/upper body, and then we're golden. Please consult the Red Red Robbin (I mentioned in another thread you would have to ferret out if interested) as the delightful creature seems to have mastered this movement and transformed it into a joyous effect.
