2466 [Fixed] Mailing cost is crazy with new items!

Tackle box especially with all it's compartments being counted as items can cost quite a lot!

Ok, just had a test of tackleboxes for another issue, when we found that the mail system is charging 17c to mail a tacklebox.  Seems it is counting the trays inside as separate items.
