I did double check and there were matching stars in the sky to match all the white dots on the water.

I noticed this as well with the modern renderer.  The legacy is fine.   Adding as a bug.  Thanks for the details.

Dev team indicates that this is intended> It's the new "minimum setting" look. Sky reflections shouldn't affect the performance at all.
