Player unable to harvest via target window

I would post this under client but it doesnt appear to be a client issue, only a certain player issue.

 

I have a player on my server who does not get the 'Harvest' option in the target menu on harvestable tiles. On an alternate character she has the option but not on her main. She has proper tool equipped and can harvest via keybind but not any other way. She has relogged  and server has been restarted since she had this issue. The right click menu has the option but target does not for same tile.

 

Any ideas what could cause this and how to fix it?

Is she using the same config for both accounts?

The settings are the same yes.
