Runes attached to a cart - do they decay since they are not "in inventory"?

i'm wondering about this question. Since the wiki states, that a "rune decays dramatically fast" if not hold in your inventory, i'm wondering if the runes may decay too while they are attached on a cart and it will be lost someday?
