Move liquid enchants, imbues and quality checks to the container rather than the liquid.

E.g., imbuing and/or enchanting a barrel rather than water, or a barrel rather than lye. This has the most direct benefit regarding lye and leatherworking imbues, but also benefits water due to the current system allowing for loss of enchants if the user carelessly allows the liquid to be used up. This has the added boon of opening up an additional item for the market, as well.

 

With that said, in order for the system to not negatively impact current players, perhaps we could have a one-time copy of modifiers from the liquid to the container than it is currently housed within?

+1. Also, I'd love to see tempering changed such that the thing being imped isn't the tool.
