Use speed runes not working on hatchet and pickaxe

My 89ql 91woa with 10% use speed rune is 6.5s timer, while My 89ql 88woa with no speed rune is the same.

Same goes with my pickaxe, both pickaxes were 90ql 90woa, one was gather ql rune one was speed rune and they were both 3.6 seconds.

Not going to waste a rune on a shovel but i assume it's the same.

There's another report on pickaxe speeds, this time only with woa: 

I think they're probably different issues though, one on speed rune, the other on ql+woa, not having the expected effects.
