Draw Bridges with levers

add Draw bridges to wurm ! with levers on each end for layer with permissions to use them. to draw the bridge up and down.

edit: make it built like a bridge. needs 1 people on either side. also needs to be on same slope. cant have it going up or down. and tile must be flat as it will get the lever. can be inside a building or have one added later too.
