Allow Leading of other player mounts

Allow lead options for player mounted animals so you can lead people with permissions to a location or bring a alt with you for a pack mule or just to show someone without them having to do anything lead them to location etc.

You'd have to disable this for commanders of vehicles to avoid expanding the effective capacity of every vehicle by 4.

Or maybe do a /follow like so many games before.  Allows the person being led to make the decision.

If u add a 10min debuff to the player leading  -5 combat rating
and -2 for everyone afk riding sure
