Replacing lock not giving locks

Due to this, can we get it changed so when you replace a lock on something you do not get the old one off the building or whatever since it cannot be used?

Or possibly fix the problem so the locks can once again be used?

I've actually had no issues reusing locks in the last several months; this may be why?

only works with newly created ones, older ones were going to remain bugged.

Ok, that makes more sense; then as the older locks get replaced and are found to be unusable the best course I guess is to just sac them as you find them.  The new ones certainly work.
