Use base skill instead of effective for breeding

Hi,

 

a high skill in animal husbandry is actually a problem for breeding as it creates a lot of bad or not wanted traits.

 

Therefore I suggest to use base skill instead of effective skill for breeding.

actually you can swap this with caring, which is using base skill instead of effective

Caring is using the effective now, since the update (I can confirm on my two characters).
