Leveling dirt/rock and rarity window

When leveling rock or dirt, do you get a chance for a rare with each resource gathered, or does it only count at the end of the entire leveling process?

 

I'm almost positive I've gotten rare shards in the middle of leveling rock, but I've never seen a moment of inspiration while leveling dirt (and I've leveled more dirt than shards).

Yes, you can get rare rock shards from leveling cave floors/ceilings, and from leveling dirt on the surface.
