Modify citizen/animal caps for underground dwellings

Since we've had so many awesome updates to caves, deeds now have the option of doubling their size by letting villagers create homes and keep animals underground. I think the deed caps should reflect this, and double as well. So for example, say a deed has a maximum of 50 citizens and 20 animals (arbitrary numbers) without doubling the deed upkeep for more citizens, let's make it so that they deed can have 50 citizens and 20 animals above ground, and 50 citizens and 20 animals below ground, making the total 100 citizens and 40 animals
