New racks can not be put inside a wagon or cart

I think we should be able to at least put empty racks inside a vehicle, and or maybe load full racks, not sure if this was an oversight or not.

 

While looking at this, figure out why some furniture items can not be dropped into a vehicle as well, such as small bedside table, bookshelf, etc.
