Let people but not animals cross woven fences

I'd really love a fence that players can cross, but animals can't. Could we add that feature to woven fences? We could make it so that animals can't cross unless they're led across by a player. I wouldn't mind if a new type of fence was made for this function, but it may just be easier to modify the already existing woven fences.
