While undeniably the worst Valrei tome, this does still have a cool title and a useful spell, and the 5% physical weakness is not a huge drawback for some people. It's also a neat looking decoration that does not decay. For reference, an identical item sold for 30s a charge in June, giving the 3 charge item a value of 90s.

 

I would much rather auction the whole thing than deal with coordinating uses of it, so it would be helpful to include with your bid whether or not you'd be willing to pay 2/3rds of your bid for 2 charges and 1/3rd of your bid for 1 charge. If you do this then the winner will know who to contact once they have used their charge to save everybody a lot of time.
