Confusing recipe

When trying to cook a meat casserole, I found the ingredient matched a different recipe.

 

I tried:

1) Forge + Bowl + Meat + Cereal => Casserole

2) Forge + Bowl + Meat + Veg => Casserole

3) Oven + Bowl + Meat + Cereal => Casserole

4) Oven + Bowl + Meat + Veg => Breakfast!

 

The 4th test does indeed match the breakfast recipe, but it is also a valid Meat Casserole recipe.

Adding or removing herbs in all 4 cases didn't make any difference.

 

I get it that the breakfast recipe may be considered more specific, as it allows fewer ingredients and fireplaces, and as such may have higher priority in resulting dish selection, but this behavious seems confusing: why I'm getting a different dish when the recipe is perfectly valid as written in the cookbook?

 

Also, why the "any" requirement is not honored? (Meat Casserole should require "Any Herb")
